Tax refund and Child support. will all my federal taxes be taken to pay back child support?

I owe back child support of 3700 and my fed tax return is only 600.. will the IRS / child support recovery services Take all my refund or a percentage of it?

You will probably lose the entire amount of your refund to be paid toward your back child support.

A branch of the Department of Treasury deals with it. Its called Financial Management Services (FMS). You should receive notification from FMS that your tax refund has been offset. It will tell you just how much they'll be taking from your refund to satisfy your debt and to which agency that debt will be paid.
It will also include phone numbers you can call if you want to talk with someone at either FMS or the child support agency about it.

If Child Services has listed your debt with the IRS, your entire refund will go towards it, until it is paid off.

The government finds it much easier to keep the money they already hold (your refund) than to ask you make payments on a debt you're already behind on.

You should adjust your W-4 with your employer. It is not a requirement that you withhold more than you will owe in income tax. The cost in owing is not that much. You can't claim an unreal amount of exemptions to wipe out all that is withheld if you will owe. Try to balance the amount to zero by the end of the year. In other words, you don't owe and you are not owed. Pay your taxes. You don't have to pay extra.

If your back payments of child support is registered then your entire federal taxes that you pay will be taken for child support. This is called a offset of federal funds and usually happens when you owe child support and it is a registered debt. The money is taken and then it is given to the person who is entitled to the child support. Many people for some reason feel aggrieved when this happens. You must remember that the law always catches up with you and you should make the full payments of time without fail. At the end of the day the child is yours and you contributed to bringing them into this world and it is only fair that you pay your way. Remember that you will have suspensions during this time frame where the offset of federal funds comes into effect like having your passport frozen which will prevent you from travelling.

My advice to you would be to just pay the amount you owe and in future ensure that the payments are made in full and on time without any glitches. This way everyone will be happy and you will be contributing to the happiness of your child and their future. Your spouse can file a form 8379 to shield her portion of the refund. You can find the form online, here: http://www.irs.gov/pub/irs-pdf/f8379.pdf

Depending on your state, she may or may not get half. The IR doesn't publish their formula in allocatting a refund, but they will calculate what portion is attibutable to your spouse, if any.
